How Can You 'Hear' God Speak?

Can, or do, people 'hear' God speaking Today?

Absolutely.

God has never been silent as people perceive silence.

His Voice, Hand, Work is always being revealed under heaven for man to 'hear', 'feel', and 'see'.

If so, 'how' does this happen?

How is this experienced?

Let us recall the foundational teachings.

God is Spirit.
God is Spirit, and His worshipers must worship in the Spirit and in Truth. 
- John 4: 24
God is Holy.
But just as He who called you is Holy, so be holy in all you do; for it is written: “Be holy, because I Am Holy.” 
- 1 Peter 1: 15-16
Thus, God is 'Holy' and 'Spirit'.

God is Holy Spirit.

Now consider this:
In the past God spoke to our ancestors through the prophets at many times and in various ways, but in these last days He has spoken to us by His Son, whom He appointed heir of all things, and through whom also He made the universe. 
- Hebrews 1: 1-2
Realize it was God's Holy Spirit always speaking, and at times humans were the vessels, the 'audio speaker' for the 'energy' - to use a physical example.

Notice also it says 'and in various ways'.

There is mention of writing on the wall (Daniel 5: 25), and signs in the sky (Luke 21: 25) in God's testimony (the Bible)... and many other various ways God has communicated with man.

Now let us consider this:
But when they arrest you, do not worry about what to say or how to say it. At that time you will be given what to say, for it will not be you speaking, but the Spirit of your Father speaking through you. 
- Matthew 10: 19-20
Lots of people may claim to 'hear' God audibly speaking to them, and such may be the case.

Often times it may be a suggestion to their conscience, and this may be that gentle whisper (1 Kings 19: 12).

I think all mankind throughout all times has 'heard' such suggestions in their hearts and minds.

God is Love and full of grace, He is Lord over all.

He has given all mankind, one by one, throughout all ages, an opportunity to recognize Him as their Lord and the One true God despite their confusions, or other ideas, or their humanity (Romans 2: 12-16).

Lastly, notice it is written that God speaks through the believers Today.

Which 'believers'?

To be clear, those who believe in the Name of the Father, Son, Holy Spirit: Yeshua the Messiah.

Realize also that God's speech is not enacted by the believer, as if a person can switch 'on' God's message.

It is a phenomenon that is willed by God, not mankind, when one person 'hears' God speaking to their hearts.

God speaks, and continues to speak, through those in whom His Spirit resides.

So, we surely can “hear” the Lord speaking through His Spirit in and from and through the believer when we, ourselves, are humble and submissive to His direction.

This is why we are called to be one as He is One.

This is why the believer is called to submit to both God and man.

The believer is called to be at peace before God and man in all situations, even unto death as the Messiah exemplified.

I “hear” Him all the time and in a variety of ways.

Yet, even my 'hearing' also depends on my heart's condition and my mind's clarity.

This is why it teaches us this:
Since, then, you have been raised with Christ, set your hearts on things Above, where Christ is, seated at the right hand of God. Set your minds on things Above, not on earthly things. For you died, and your life is now hidden with Christ in God. When Christ, who is your life, appears, then you also will appear with Him in glory. 
- Colossians 3: 1-4
This is why we are called to love and be at peace with one another, and before all mankind.

This is why we are called to love even our so-called enemies (Matthew 5: 44).

This is why we love those who make themselves as our enemies, and we are taught to love and pray for them (Romans 12).
Be completely humble and gentle; be patient, bearing with one another in love. Make every effort to keep the unity of the Spirit through the bond of peace. There is one body and One Spirit, just as you were called to one hope when you were called; One Lord, one faith, one baptism; One God and Father of all, who is over all and through all and in all. 
- Ephesians 4: 2-6
Consider the manner you interact with His creation, even strangers... you may miss God speaking to you.
